There aren't three firewalls, but rather 3 firewall profiles with different policies as Anuujin specifically stated, while only one of these profiles is currently 'active' for each specific network defined in your Network & Internet Settings. Thus, there are no additional resources used, since only one profile is truly active. This status is displayed in the Windows Security, Firewall & network protection screen.

The Domain network is not intended to be configured manually and instead is handled as per the following paragraph from the Concepts, Firewall profiles section of the document link that follows the excerpt.

Domain network The domain network profile is automatically applied to a device that is joined to an Active Directory domain, when it detects the availability of a domain controller. This network profile cannot be set manually.

The Private or Public network choices are made manually, though Public is the default for unidentified networks, as mentioned in their corresponding sections further down in that document.
